Recently, Taian Baichuan Paper Industry Co., Ltd., located in Xiaoxie Town, Xintai City, held a general meeting for all employees. The atmosphere at the meeting was solemn yet enthusiastic. Chairman Pan Shangfu systematically reviewed the company's progress over the past year and clearly outlined the direction for the new development stage. He formally announced a series of key advancements for the company in 2025, including the completion of its strategic equity restructuring and the commencement of construction of the specialty paper industrial park. Since its establishment in 2002, Baichuan Paper Industry has consistently focused on the research and development and production of specialty papers. After more than two decades of accumulation and development, the company has built a product system encompassing ten major categories and dozens of specifications, including parchment, lightweight paper, dictionary paper, and coated base paper, with an annual production capacity of 60,000 tons, establishing a solid foundation in the industry.

Stepping into the company's product showroom is like entering a miniature world of paper. Various paper samples are neatly displayed, silently testifying to Baichuan's professionalism and dedication. From publishing and printing to industrial packaging, from food and medical applications to everyday uses, Baichuan's specialty papers have penetrated numerous fields. Pan Shangfu pointed to a sample and explained, "Our parchment paper holds more than 30% of the national market share; this is the largest parchment paper production and processing base in Asia." He particularly proudly mentioned, "In 2024, Baichuan dictionary paper was selected as the special paper for gifting the 'New Student Dictionary' to young people in Hong Kong and Macau."

Moving into the production workshop reveals a different scene of bustling activity. On the 2640 high-grade cultural paper production line, machines hummed smoothly, paper rolls spinning at high speed like silver ribbons. "This production line can reach speeds of up to 430 meters per minute, with an annual output of 30,000 tons of high-grade cultural paper and specialty paper," Pan Shangfu explained beside the machines. This quality assurance stems from stringent standards—as early as 2005, the company passed ISO9000, ISO14000, and OHSAS18000 management system certifications, and subsequently obtained authoritative recognitions such as the FSC forest protection system and the US FDA. "Every sheet of paper we manufacture carries ecological responsibility and customer value," Pan Shangfu said firmly.

The equity restructuring in 2025 injected new momentum into the company's development. Since then, Baichuan has further clarified its strategic path of focusing on its core specialty paper business and expanding high-value-added products. Last October, the construction of the specialty paper industrial park officially commenced. The company signed agreements with four partners across the upstream and downstream of the industry chain, covering multiple aspects including specialty paper production, plant fiber pulp processing, thermal paper manufacturing, and book printing. A synergistic industrial ecosystem is beginning to take shape.

This not only marks the implementation of a series of projects but also signifies Baichuan's strategic upgrade from "single manufacturing" to "full industry chain collaboration." "It feels like the company has suddenly opened up a new world," remarked a veteran employee with ten years of service. "Before, we focused on making good paper; now we're working together to build an industrial ecosystem centered around 'paper.' The vision and platform are completely different."

With Baichuan Paper as its leading enterprise, the publishing and printing industry chain in Xintai City is gradually "climbing to new heights." According to the plan, the specialty paper industrial park surrounding Baichuan Paper will revitalize 260 acres of idle land during the 15th Five-Year Plan period, implementing a "strengthening, supplementing, and extending the chain" project with a total investment of approximately 1 billion yuan. A number of key projects, including food-grade parchment paper, high-grade printing paper technology upgrades, and QKH specialty paper, are on the agenda, aiming to form an integrated industrial ecosystem from R&D, manufacturing to sales and application, striving to achieve an annual output value of over 3 billion yuan in the park by 2030.

After the meeting, employees returned to their posts. On the intelligent production line, paper flows evenly like water; in the laboratory, technicians are focused on debugging new environmentally friendly paper formulas; in the logistics area, batches of finished paper are being loaded and ready to be shipped to markets across the country and even overseas.
