Specialty Paper Industry Accelerates Clustering; Baichuan Paper's High-end Production Line Enters Trial Production.

Recently, a visit to Taian Baichuan Paper Industry Co., Ltd. in Xintai City revealed that a high-end parchment production line, upgraded with intelligent technology, has entered the trial production stage. Inside the production workshop, rolls of pulp raw materials are fed into the production line in an orderly manner through an automated feeding system. Under the precise control of intelligent equipment, they undergo multiple processes, ultimately transforming into high-end parchment with unique properties.

From raw material input to finished product packaging, the entire production line is essentially unmanned. Robotic arms operate smoothly in winding and cutting processes, while several technicians monitor operating parameters in real time via screens in the central control room. This intelligent upgrade is a vivid microcosm of Xintai City's publishing and printing industry chain moving towards high-end development.

"This new production line focuses on improving the intelligence level of the equipment, achieving largely unmanned operation from raw material input to finished product packaging," explained Zhou Huanbao, director of the production technology department at Baichuan Paper Industry, pointing to the data on the screen. Thanks to the intelligent upgrade, the production line speed has significantly increased, and overall production capacity has increased by 20%. More importantly, labor costs have decreased dramatically, with the number of operators per shift reduced from eight to five, and the labor intensity is lower, resulting in more stable product quality. Zhou Huanbao cited an example: in the past, relying on manual experience to adjust parameters inevitably led to fluctuations. Now, with a centralized control system providing precise regulation, the product qualification rate of the main production line has jumped from 97.5% to over 99.3%. As the company's core product, parchment paper has consistently maintained a market share of over 30%. Behind these figures lies the company's years of dedicated cultivation in the specialty paper field and continuous technological iteration.

What appears to be ordinary parchment paper actually contains a lot of cutting-edge technology. Zhou Huanbao casually picked up a finished sheet of paper, gently folded it in half, and found the paper to be extremely resilient with a smooth and delicate surface. "It has waterproof, oil-proof, and anti-static properties, making it extremely versatile," he explained. In the food packaging industry, it can be made into baking paper and oil-proof packaging bags, safe and environmentally friendly even when in direct contact with food; in the flower packaging industry, it can maintain the moisture of bouquets while showcasing their exquisite appearance; in the furniture and decoration industry, it is used as release paper and is an essential component in the production of engineered wood products. With the increasing global trend of "replacing plastic with paper" for environmental protection, this specialty paper, which combines environmental friendliness and performance, is gaining market favor. Currently, Baichuan parchment has been exported to multiple countries and regions, including Turkey, Italy, Germany, and India.

Once this high-end parchment production line reaches full capacity, its annual production capacity is expected to reach 6,000 tons, adding new momentum to the company's goal of achieving a total annual production and sales volume of 60,000 tons. In Zhou Huanbao's view, this is not merely an expansion of production capacity, but a qualitative change in production methods—from "manufacturing" to "intelligent manufacturing."

Baichuan Paper's transformation is a vivid example of Xintai City's efforts to expand the publishing and printing industry chain from "a single sheet of paper" to "a complete chain." In recent years, Xintai City has focused on chain-based development, green transformation, and cluster upgrading, continuously strengthening, supplementing, and extending the chain, guiding enterprises to improve quality and efficiency through digital and intelligent transformation.

In the region where Baichuan Paper is located, an industrial ecosystem centered around specialty paper is rapidly taking shape. Last October, the Baichuan Specialty Paper Industrial Park was officially launched, with four upstream and downstream companies in the industry chain signing agreements to settle in the park. These enterprises include those producing plant fiber pulp to provide raw materials for papermaking; those focusing on thermal paper manufacturing to extend their specialty paper product categories; and those engaged in book printing, directly connecting with the end market. They form a close collaborative system: raw materials are supplied locally, intermediate products are processed locally, and finished products are shipped locally, significantly reducing logistics costs and transit links, and improving overall operational efficiency.

It is reported that after the park is completed, it will form an integrated industrial ecosystem from raw materials to end products, which will not only help enterprises reduce costs and increase efficiency, but also promote technological exchange and joint innovation, enhancing the overall competitiveness of the regional industry.

According to the plan, during the 15th Five-Year Plan period, Xintai City will implement an upgrade project with a total investment of approximately 1 billion yuan around the specialty paper industrial park. On the one hand, it will revitalize existing land resources to make room for new projects; on the other hand, it will accelerate the construction of key projects such as the technical upgrading of 20,000 tons of food-grade parchment paper and high-grade printing paper, cultivating new growth points. According to the development goals, by 2030, the park's annual output value will strive to exceed 3 billion yuan.
