From May 8th to 9th, 2026, the Conference on Digital Transformation Empowering High-Quality Development of the Paper Industry in Shandong Province and the 2026 Paper Industry Annual Conference were held in Dongying. The conference was themed "Digital Transformation Empowering High-Quality Development", and released the annual report of the paper industry in Shandong Province. At the meeting, leaders such as Chairman Zhao Wei of the China Paper Association attended and delivered speeches, reviewing the association's 30-year development journey and its industry contributions. Mr. Pan Shangfu, during the board meeting, deeply analyzed the development trends of specialty paper and highlighted the company's core products such as parchment paper, lightweight paper, dictionary paper, Bible paper, decorative base paper, stainless steel liner paper, and laminated base paper, as well as their application scenarios. The attendees highly recognized his presentation. He stated that specialty paper has high technical content and high added value, and is currently experiencing opportunities for domestic substitution and global demand growth. Baichuan Paper Industry will continue to increase R&D investment and focus on the high-end market segment.

In recent years, Baichuan Paper Industry has focused on its specialty paper business, promoting digitalization transformation and high-end capacity layout. The company currently has 7 specialty paper production lines with an annual capacity of 60,000 tons. Its products are exported to over 30 countries and regions. Among them, the domestic market share of sheepskin paper exceeds 30%, and its export volume ranks first in the country, widely used in food packaging, flower packaging, furniture decoration, etc. The 6000-ton annual production intelligent production line for high-end sheepskin paper with an investment of 100 million yuan has been put into operation, equipped with full-process automated equipment, and the qualified rate of the main production line has increased from 97.5% to over 99.3%, with a capacity increase of 20%, achieving a leap from "manufacturing" to "intelligent manufacturing".

Led by the leading project, the Baichuan Special Paper Industrial Park is accelerating its formation. The park will be launched in October 2025, and 4 upstream and downstream enterprises will sign contracts simultaneously, covering production, pulp, thermal-sensitive paper, book printing and other links, to build an integrated industrial ecosystem. According to the plan, during the "14th Five-Year Plan" period, the park will implement an investment project worth approximately 1 billion yuan, promoting projects such as the transformation and upgrading of 20,000 tons of food-grade sheepskin paper and high-end printing paper, and striving to achieve an output value of over 3 billion yuan by 2030.

At present, the company has established a high-end product matrix featuring multiple categories such as parchment paper, cultural paper, decorative base paper, and industrial paper. The annual output of special thin-sheet paper has exceeded 10,000 tons. After the completion of the equity and management restructuring, the enterprise has entered a new stage of rapid development, and its brand influence and industry status have continued to improve.

This time, Mr. Pan Shangfu was elected as a director of the Provincial Paper Industry Association.
